The need

Staff needed meter data without navigating the full billing and work-management interface for a routine lookup.

What I built

Developed a .NET meter locator and connected it back to the existing spatial platform, linking enterprise meter information, a custom lookup interface, and the web map.

The result

A dedicated way to access meter data that brings existing applications together around a specific task and reduces the need to use the larger system for lookups.

Bernardston GIS Platform

Personal project · Working prototype

An open-source application connecting parcel search, spatial review, and meeting preparation. The project brings database records and map services into tools for reviewing abutters and assembling draft hearing packets.

The problem

Bring property records, spatial context, and meeting materials together so a routine review can move from a parcel to a usable draft packet.

My contribution

System architecture, database structure, geospatial service integration, frontend interactions, review forms, document workflows, debugging, and documentation.

The working result

A working prototype with parcel search, layer controls, radius and adjacency abutter review, recipient deduplication, and structured hearing-packet preparation.

  • Separate ingestion, core spatial records, and application-facing views.
  • Use WMS raster tiles, WFS search, GeoJSON, and GetFeatureInfo.
  • Normalize coordinate systems for consistent map interactions.

Application behavior

  • Search parcels by address, owner, or parcel ID.
  • Group reference, water, roads, structures, and property layers.
  • Expose service status and highlight selected features.
  • Review abutters by distance or adjacency, with parcel overrides and deduplicated recipients.
  • Combine case details, property facts, maps, and reviewed abutters in draft hearing packets.

This is an independent personal GIS pilot, not a commissioned municipal deployment. Screenshots show the current working prototype. The meeting form uses illustrative case information, and review outputs remain drafts. The downloadable case study provides additional detail.
